Paper export suspected for dumping issue

JAKARTA: Five paper exporters may be accused of dumping in Thailand, as they allegedly charge abnormal prices.Thailand anti-dumping authority released the allegation on July 8, based on proposal from Thai Paper Company Limited, said Director of International Trade Security at Ministry of Trade Ernawati.The allegation covers paper products including certain coated paper and paperboard. Thailand accusition is addressed not only to Indonesia, but also to China, Korea, Japan and Taiwan.Thailand domestic industry claims that the product import harms the industry in the country, Ernawati told Bisnis in Jakarta over the weekend.Trade ministry has been facing problems in understanding the documents written in Thai language, said Ernawati.The documents, as she added, states only basic information such as the margin of the alleged dumping.The margin of dumping alleged to Indonesian companies is 6.62% from export price. While margin of dumping alleged to Taiwan is 54.58%, Japan 43.01%, China 17.64% and Korea 5.85%.Responding to the allegation, it is needed to prove whether our products enter there with dumping practice or not, she said.Meanwhile, five exporters alleged to do the dumping practice in Thailand are PT Pabrik Kertas Tjiwi Kimia Tbk, PT Indah Kiat Pulp & Paper Corp, PT Pindo Deli Pulp & Paper Mills, PT Surabaya Agung Industri Pulp & Kertas Tbk, and PT Surya Pemenang.Thorough investigationSeparately, Indonesian Association of Pulp and Paper companies (APKI) has not been informed on the issue, said Chairperson M. Mansyur.Mansyur thought that the allegation should not be feared, as it needs investigation to prove whether Indonesian paper exporters do the dumping practice.Indonesia paper export to Thailand is considered not too large, though the association has not received the exact amount of coated paper and paperboard export, said Mansyur.Though the amount is not too large, as he added, the allegation should be taken seriously. If the companies are proven to do dumping, export to Thailand will be potentially harmed.Mansyur claimed that Indonesia paper products have good competitiveness in the destination country, so they are considered as threats to local producers.Thus, as he continued, Indonesia keeps receiving allegation on paper product dumping. We have many times been accused but we won for almost 90% because it was not proven, he revealed. (T04/NOM)
